"Youth identified as being of a minority racial or ethnic group comprised the majority of youth in the survey, with 49% being African-American, 8% Hispanic, 4% Native American and 3% Asian/Pacific Islander. As noted in the previous chapter, minority overrepresentation in juvenile corrections is a nationwide phenomenon, that must be addressed by all of the juvenile justice system components to be effectively mitigated."
